More than 150 years ago, America faced a challenge that feels surprisingly familiar today. The nation’s largest workforce sector—agriculture—needed to modernize as scientific discovery accelerated and the economy evolved. Despite advances in agricultural research and innovation, the connection between research and development and community impact was weak. The education and training systems needed to give workers agricultural, engineering, and technical knowledge to meet future demand. In response, the nation successfully leveraged a novel policy mechanism called cooperative extension to link public education, industry, farmers, communities, and federal, state, and local governments. …
