U.S. authorities have seized internet domains supporting two interconnected hacking platforms that federal investigators say were used to target government agencies, critical infrastructure, companies, universities, and other organizations. The Justice Department and FBI said the court-authorized operation disabled QScan and QTRouter, systems allegedly developed and operated by actors known as QTFY. According to court documents, U.S. authorities associate QTFY with Nanjing Xinjiuwei Network Technology Company, a China-based company that the Justice Department alleges conducted malicious cyber activity on behalf of customers including China’s Ministry of State Security and entities linked to the People’s Liberation Army.
