The Endangered Species Act (ESA) designates shallow coral reefs with endangered species as critical habitat, except in some exempt military-controlled zones (1). On 15 July 2025, the US Navy submit- ted a request to expand the exempt zones on Guam (1), an island with the most diverse coral reefs of any US jurisdiction (2). The National Oceanic and Atmospheric Administration (NOAA) rejected the request (1) on the grounds that national security benefits did not outweigh conservation benefits. However, after Executive Order 14154 pressured agencies to prioritize energy production, economic benefits, and national security, NOAA proposed ESA revisions that would expand the government’s authority to bypass critical habitat regulations (3). …
