Strengthened US oversight of dual-use research may face growing jurisdictional limits while imposing costs on domestic science Seokbeom Kwon Recent US policy developments have tightened national security oversight of dual-use research (DUR)—research applicable to civilian purposes but posing potential security risks. Although DUR warrants oversight given its implications for national security, these regulatory changes prompt critical questions regarding the benefits and costs of strengthened security regimes (1, 2) from both science and national security governance standpoints. Restrictive measures risk delaying diffusion of crucial scientific discoveries, thereby necessitating assessment of whether tightening security oversight over DUR yields proportional security benefits. Research discussed below raises questions about the institutional effectiveness and broader implications of strengthened ex ante security measures. …
