California is preparing a major overhaul of its electric-vehicle incentive strategy, proposing a $200 million program that would require automakers to match state funds in order to participate. The plan, announced by the administration of Governor Gavin Newsom, is designed to lower the upfront cost of electric vehicles for first-time buyers while shifting part of the financial burden to manufacturers.
