European Union digital regulations are increasingly reshaping how American technology companies operate, with financial, operational, and strategic consequences that extend far beyond Europe’s borders. A new report argues that the cumulative effect of the EU’s Digital Markets Act and Digital Services Act is already costing U.S.-based firms billions of dollars, while also influencing which online services, features, and content remain available to users on both sides of the Atlantic.
